I thought they took the unusual stance of declaring it Unconstitutional for both Federal Constitution and the PA Constitution. They did this because previous cases the court only did Federal and then the case got kicked back down to them from SCOTUS reversing them and then they had to adjudicate the state Constitution issue and try to send it back up.
